In the past, American policies towards Africa have been criticised as ‘over-promised and under-delivered’. Biden has an opportunity on this trip to not only reaffirm the United States’ commitment to Africa but also to reposition its policies in a way that better meets the needs and expectations of African nations.
China’s expansion in Africa over the past few decades has been significant, with massive investments in infrastructure and other sectors of the economy. This strategic importance of Africa for China is seen in its ‘Belt and Road Initiative’ where Africa is a key segment.
Biden’s visit is an opportunity to offer an alternative to China’s dominant position in the continent and ensure a more equal and mutually beneficial relationship with Africa. To do this, his administration will need to address trade policy, aid, and investment with a new fresh approach that respects Africa’s agency and prioritizes its development and economic autonomy.
